The High Warden of Pelargir is a Prince of Gondor, a member of the Steward's Council, and the defender of the lands between Pelargir and the Poros River. The lords of Pelargir were kings once, in the ancient storm years of the Second Age, and some dream of being kings again.
Corinir's family have been shipwrights since long before the fall of Númenor. What little naval strength Gondor still possesses was built in the shipyards of Pelargir by the High Wardens. No prince of Pelargir has ever ruled without overseeing the construction of a great ship, and Corinir is no exception. While Gondor has become poor, inward looking and defensive, Pelargir remains wealthy. Her ships ply the coasts of Middle-earth, trading with the cities of Harad and Umbar. Even as war and politics darken the world, there is still a demand for wines from Gondor, wool from Eriador, and a thousand other goods from the north. Pelargir remains rich on silver from Umbar and beyond.
Corinir dreams of Gondor taking to the sea again; he dreams of the great fleets of old. He envisions a Gondor wealthy on trade, her empire and prowess restored. He dreams of moving the throne of Gondor to Pelargir, and he dreams of sitting on that throne and wearing the winged helm. He has long been at odds with lords such as Imrahil and Denethor, and the demands and needs of those lords are met but slowly by Corinir's men.
When Denethor lit the beacons and summoned the men of the south-lands to Minas Tirith, the men of Pelargir did not come. They were already looking south, knowing the Corsairs were at sea. They knew that their city would be besieged soon. But some whisper that Corinir wishes that the war will finally break Denethor, and allow Pelargir to claim its rightful place as the capital of Gondor.
